config.txt issue

Hi all,
I need your help, I installed everything on my Rasptank.
The connection with Putty works very well.
But when I have to launch Client.py, the problem occurs, impossible to connect, I just type my rasptank IP Adress, and it doesn't work..
The message is :
ConnectionRefusedError: [WinError 10061] No connection could be established because the target computer expressly refused it.

I tried to start it from Putty, login in my raspberry and I started serverTest.py

The program doesn't find config.txt so I tried to create a folder "etc" because there wasn't one, and adding config.txt doesn't change anything.

If you have any solution I would love to hear from it.

Hello,  Please copy 'config.txt' to the /etc directory.
